MEDREC in collaboration with University of Patras developed a methodology for the establishment of a Living Lab including the governance, structure, management and exploitation of the Lab proposed. A training program was conducted from October 10th until December 5th 2022, for the benefit of the local external experts, on the use and exploitation of the available solutions and results for the planning and implementation of the renovation process in buildings (e.g. best practices, tools, methodologies) developed by the SRPs. The training was delivered by the reference projects partners who were in charge of developing the selected outcomes. Another training was designed and delivered (On January 23rd and 26th) for the SEACAP local implementation team, on how to develop and implement a SEACAP through a Living Lab. the role of the external entity was transfer this knowledge to the national LL stakeholders at a local level. Reports on the implementation of each local Living Lab were developed including the process of establishment and implementation of the proposed solutions.
An energy efficiency assessment report was developed, for the municipality of Bizerte, detailing the process of the support mechanism proposed by the project SEACAP4SDG with the aim to implement the most suitable and eco-sustainable renovation measures for the municipality of Bizerte in Tunisia, in collaboration with all the local actors involved including: - Introduction of the all the actors involved - The selected outcomes from the SRPs - Baseline evaluation - Trainings and workshops organized - Identification of the measures Based on the data obtained from the available energy audit performed, and together with architecture, the team carried out a survey to record the measurements and ceiling heights and correct the plans. The uses of the various spaces were also documented. A digital TWIN (virtual model designed to accurately reflect the physical building) for the pilot building was developed based on BIM to create and manage data during the design of the renovation process such as the sunlight levels in this case. A qualitative survey was carried out among the municipality's staff and managers, and a questionnaire was distributed to around twenty people to assess the thermal comfort inside the building.
A Roadmap was developed for the Municipality of Bizerte setting out of the priorities and measures to be implemented, and a respective action plan for the next five years. The building thermal behavior was assessed using two tools: MedEcoSuRe decisionaid tool and eQuest software. Following, a set of measures were identified that would allow savings, of non-renewable primary energy, of a minimum of 10,000 kWh and a5% saving on total energy consumption of the municipality. The economic viability ofthe different actions’ implementation scenarios was evaluated. It was based on thebuilding energy simulation with the eQuest softaware and the PrioritEE tool, whichallowed the retrofit prioritization according to their economical profitability. In addition to the classic quantifiable measures, a number of other measures wereidentified. These emphasize the heritage and social dimension, such as the reactivationof original components (e.g. cupola above the hall, crossing effect) which couldcontribute to the improvement of ventilation and natural lighting, as well as givingaccess to the building open spaces, allowing appropriation by the citizens. Thesemeasures, which impacts are not quantifiable with the available tools, have a qualitativeand substantial potential to improve the building performance, in addition to theirsustainability and frugality. Among the awareness-raising actions, the approach of Green Nudges was identifiedand tested in a co-creation workshop. Several stickers and mottoes were proposed, andwill be tested by the beneficiary municiaplity. A legal feasibility study of the considered energy efficiency measures was alsoconducted. It highlighted the legal requirements applicable to the correspondinginvestments as well as any legal and/or regulatory incentives and obstacles that exist. The actions proposed have a high potential of replicability and scaling up. These actionsare replicable thanks to the similarity of the criticalities with other municipality buildingsand to the presence of national regulation and incentives advantageous for ths scalingup activity. The qualitative actions proposed at the building scale have a high potential ofreplicability because of the important number of this typology of historical buildings inTunisia.
