ALGERIA

The
Algerian Ministry for Territory and Environment, besides the
main responsibilities concerning the protection of the environment
and implementation of the sustainable development is the focal
point for the Algerian Renewable Energy programme, an integral
pillar of national energy planning.
The introduction and promotion of Renewable Energy in Algeria
are placed in a very articulated legislative framework touching:
territory development and management, gas and electric distribution
and environment protection.
Algeria is, in fact, the only country producer
of oil who legislated a text of law for the Renewable Energy
promotion introduced by Ministry for Territory and Environment
Management.
The ministry also operates in co-operation with the Centre for
Development of Renewable Energy sources (CDER) created in 1988
and financed by the Government. It' is charge of elaborating
the research and development programs of solar, wind, geothermal,
and biomass sources.

EGYPT
- The New and Renewable Energy Authority of Egypt –
NREA |

Based
in Cairo, is a governmental organization established in 1986
under the Egyptian Ministry of Electricity and Energy. Its main
objective is to develop and promote renewable energy resources
utilization along with deepening the local capabilities to use,
produce and develop its technologies, equipment and systems
in different applied fields and with implementing energy conservation
measures related to renewable energy, thus contributing to limit
fossil fuel consumption and protect the environment from pollution.
NREA is undertaking research, development and demonstration
projects in the field of wind power and also solar thermal power
plants. Research and development activities are also performed
for photovoltaic system application.

ITALY
- The Italian Ministry for the Environment and Territory
– IMET |
 |
The
Italian Ministry for the Environment and Territory (IMET) promotes,
in the energy field, programmes in favour of the development
of renewable energy sources and in favour of the rational use
of energy.
In the Mediterranean basin, IMET is deeply
involved at both bilateral and regional levels.

LIBYA
- The Libyan Environmental General Authority – EGA |

The
Environment General Authority (EGA) is responsible of the overall
national co-ordination and monitoring of environmental management
in Libya.
The EGA was recently established in 2000 to replace the old
Technical Centre for Environmental Protection and to co-ordinate
overall environmental issues, actions, policies and programs-projects.
The EGA is also responsible for co-ordinating environmental
information and advocacy as well as setting up environmental
specifications and standards.
EGA in its capacity of being an overarching institution coordinates
and monitors the environmental roles of all the governmental
and non-governmental agencies in Libya.
EGA does undertake limited public awareness activities, compliance
reporting and information dissemination in support of environmental
conventions with the help of concerned government departments,
non-governmental sectors including Engineer's Union, and Medical
Doctors Union Farmer Unions, academic institutions, universities
and research organizations in the country.

MOROCCO

Created
in 1982, the Center for Renewable Energies Development, is a
public institution with commercial and industrial activities.
It is attached to the Ministry of Energy and Mining, and has
moral status and financial autonomy.

TUNISIA
- The Tunisian Ministry for Industry and Energy - TMIE |
 |
The
Ministry of Industry, Energy and Small and Medium Enterprise
has the mission to elaborate and to implement government's policy
in all the fields concerning industry, agro-food industries,
services to industry, energy, mines, industrial cooperation
and to industrial, energy and mining security.
To this purpose, the Minister of Industry,
Energy and SME:

analyze all the questions related to the
implementation of government's policies in these sectors
and takes part in the elaboration of measures of economic
nature to be adopted. |

proposes qualitative and quantitative
objectives to reach within the framework of the Social and
Economic Development Plan. |

produces studies and evaluations of the
general or sectorial economic situation and proposes to
the government the most suitable policies. |
 |
defines programmes and projects to be
carried out within the Social and Economic Development Plan,
in co-operation with all the Ministries concerned. |

takes part in the implementation of the
reform of administration and industry. |

TUNISIA
- The Tunisian National Agency for Energy Conservation–
ANME |
 |
The
ANME was created in 1985 under the name of AME (Agence pour
la Maîtrise de l’Energie). It is a public establishment
placed under the aegis of the Ministry of Industry and Energy.
Its role is to implement the state policy for energy conservation
through promoting renewable energies, energy efficiency and
clean technologies.
Intervention fields encompassed by the agency
are all those initiatives and actions which aim at reducing
greenhouse effect gas emissions from conventional energies consumption.

The Observatoire
Méditerranéen de l'Energie – OME |

Is
an international Research Centre for energy issues and prospects
in the Euro-Mediterranean region. Created within the Ecole des
Mines de Paris, OME became in 1991 an association of some 30
leading energy operators (oil, gas, electricity) in the Mediterranean
countries. The main objective of OME, a non-profit organisation,
is to carry out mid- and long-term energy prospects as well
as to promote energy cooperation among countries in the Euro-Mediterranean
area through specific studies and research. During the last
15 years, OME has worked extensively on most aspects related
to electricity, gas, oil, coal, renewable energy, sustainable
development both for European and Mediterranean countries.

established in 1972, is the voice for the environment within
the United Nations system. UNEP acts as a catalyst, advocate,
educator and facilitator to promote the wise use and sustainable
development of the global environment. To accomplish this, UNEP

non-governmental organizations, the private sector and civil
