In the framework of the cooperation between the Italian Ministry for the Environment and Territory, the Ministry of Industry, Energy and Small and Middle Size Enterprises of the Republic of Tunisia in the area of climate change and development and implementation of projects under the Clean Development Mechanism of the Kyoto Protocol, and on the base of the agenda for the bilateral meeting Italy-Tunisia, a first meeting of the Italian – Tunisian CDM Joint Expert team has been carried out on the 23rd , 24th and 25th of October in MEDREC.
The main objectives of the meeting were:
- to reach an overall understanding of the current status of CDM projects, implementation in Tunisia,
- to find the main opportunities and the possible activities to be implemented with the support of the Italian Ministry for the Environment, Land and Sea (IMELS)
- to set up a “joint expert team”
- to perform an initial screening/evaluation of the existing Tunisian CDM portfolio,
- to elaborate a work programme (timetable, site visits, contacts with project owners),
- to plan a special workshop for Italian investors in Tunisia.

The operational internal procedure to the implementation of the proposed work plan will be defined after the adoption of the plan and related timetable.
The Joint Expert Team proposed to implement the following work plan and related timetable (see following table), beginning the 1st of November 2007:
STEP 1 (1st November – 15th December 2007): - Acquisition and analysis of CDM projects portfolio developed by ANME, starting from existent PINs, PDDs or simple concept proposals.
- Acquisition and analysis of CDM projects portfolio developed by ANPE and ANGED, starting from existent PINs, PDDs or simple concept proposals.
- Acquisition and analysis of CDM projects portfolio developed by Tunisian Ministry of Agriculture, starting from existent PINs, PDDs or simple concept proposals.
- Integration of new projects ideas, especially in the fields of bio-fuels, biomasses and biogas.
STEP 2 (1st November – 15th December 2007):
- Evaluation of the projects proposals and highlighting of most promising opportunities and sectors to the Italian private investors.
STEP 3 (8th November 2007 – 30th April 2008):
- Definition of a working agenda in order to establish timetable for on-site visits, contacts with project owners, forms and questionnaires for data collection.
- Execution of on-site visits.
STEP 4 (1st May – 30th September 2008): - Analysis of the projects portfolio defined by the Joint Expert Team and execution of feasibility/PDDs studies of few selected projects, financed by the Italian Ministry for the Environment, Land and Sea (IMELS). In order for the PDDs to be financed by the Italian Ministry of Environment, the site owners must agree on the restriction of project implementation to Italian investors only, for a 6 months period starting from the call deadline.
STEP 5 (1st June – 1th July 2008): - Planning and organization of a special workshop for Italian investors to be held in Tunisia or Italy for the presentation of CDM projects portfolio
STEP 6 (1st July– 1th September 2008): - Preparation and launch of a call for interest to Italian investor for the implementation of the PDD.
