PROSOL II 

 

1.     The new mechanism : PROSOL II

 

On the basis of the conclusions of the first 2 years of PROSOL execution, Tunisia settled an improved PROSOL mechanism, called PROSOL II.

5 February 2007 was the starting date for the new financial mechanism promoting the use of solar water heaters in residential sector (PROSOL II), this new financial mechanism is based on a further involvement of the Tunisian Electricity and Gas Company (STEG) and commercial banks in order to achieve the program objectives.

 

The new financial mechanism will allow to:

  • Eliminate the suppliers debt thru its transfer to costumers, which will allow to develop the offer
  •  Guarantee of the STEG for the reimbursement of credits given to the purchase of solar water heaters by the bank thru 5 years.
  • Settling 4 credits level: 550 TD, 750 TD, 950 TD and 1150 TD, with an interest rate of 6.25% for the year 2007, in spite of 2 levels previously (750 and 950 TD). The choice of credit is given to the costumer according to its needs, which will allow to reduce or eliminate costumer self financing and thus developing demand for solar water heaters.
  • Alleviate the project management procedures by solar water heaters purchase and payment of suppliers within the prescribed delays.

 

 2.     Realizations during first 5 months of 2007

 

a.      Physical realizations

 

21 800 m² of SWH were installed during the first 5 months of 2007, which represents 44% of the objective of 2007, in comparison to 13 693 m² installed during the same period in 2006, which represents an increase of 59%.

 

In addition, the offer was ameliorated:

  • The number of eligible suppliers was of 16 at the end of May 2007 (from which 4 local constructor) supplying 70 models.
  •  The number of settlers is 442 eligible settlers.

 

b.      Financial realizations

Financial realizations in the first 5 months of 2007 are the following:

  •  Subsidy from  FNME : 1 321 500 DT
  • Complementary subsidy from MEDREC (for the 300l SWH) : 125 500 DT

 

3.     PROSOL at ESTEC:

 

UNEP is planning to make a representation of PROSOL results at the European Solar Thermal Energy Conference - ESTEC, which will be held in Germany in June 2007.
